The Orange Fire Department began as a volunteer crew in 1905, with some support from the city. It bought its first motorized fire truck in 1912, the same year the city hired its first fire chief. Bit by bit, the paid crews took over, but it was not until 1966 that the last of the old volunteers retired.

The Orange Public Library got a new home in 1908, courtesy of a $10,000 donation from the Andrew Carnegie Foundation, which built libraries all across the United States. The Classical Revival–style building on the northeast corner of Chapman Avenue and Center Street stood until 1960.

Orange had been a city for thirty-three years before it finally got a proper city hall. Since 1888, the city offices had bounced around from one downtown building to another, renting space as needed. Finally, in 1921, a two-story, Spanish-style city hall was built at the southwest corner of Chapman Avenue and Center Street—the site of the city council chambers today. All of the city departments had their offices there except for the fire department; there was even a jail downstairs.
